Metadata Summary

Originator The Lawrence Group (TLG)
Abstract This is a compilation of a variety of geographic and reference point features in three datasets. It was built in conjunction with the TLG street centerlines and is usually used in conjunction with that dataset. These features cover the Twin Cities Metropolitan Area including the seventeen Minnesota counties of Anoka, Benton, Carver, Chisago, Dakota, Goodhue, Hennepin, Isanti, LeSueur, McLeod, Morrison, Olmsted, Ramsey, Rice, Scott, Sherburne, Stearns, Washington and Wright; as well as the western portions of the three Wisconsin counties of Pierce, Polk, and St. Croix.

The three files that make up the landmark features include Geographic areas of interest (tlglmk_areas), linear features (tlglmk_lines) and points of interest (tlglmk_points). The dataset is provided by TLG to MetroGIS in an Arc/Info export format.

Typical features of the tlglmk_areas layer include parks, lakes, golf courses, cemeteries, airports, etc. As of the December 1, 1998 release, the tlglmk_areas layer also contains a municipality field and feature name annotation.
Typical features of the tlglmk_lines layer include railroads and creeks.
Typical features of the tlglmk_points layer include city halls, schools, hospitals, etc.

In May of 1997, an agreement for the use of The Lawrence Group (TLG) Geospatial Landmark data and the TLG street centerline data was completed by Metropolitan Council, Minnesota Department of Transportation (Mn/DOT) and TLG. The agreement makes these datasets available to all State and Local Government agencies and Colleges and Universities in the State of Minnesota.

Currentness Reference Dataset is updated on a quarterly basis, at the beginning of March, June, September and December.

Attributes and features are added and updated in TLG's internal dataset on a daily basis. Updating occurs on a city by city basis; therefore, data currency varies. Throughout the course of a year, TLG completes an update of the entire Twin Cities Metro Area.

Additions and changes submitted to TLG by Minnesota public users is available in the first quarterly update that occurs 90 days after the changes are submitted.
Access Constraints In May of 1997, an agreement for the use of The Lawrence Group (TLG) Street Centerline data was completed by Metropolitan Council, Minnesota Department of Transportation (Mn/DOT) and TLG. The agreement makes TLG Street Centerline data available to all State and Local Government agencies and Colleges and Universities in the State of Minnesota. Mn/DOT and the Metropolitan Council have funded the licensing of the TLG Street Centerline data for use by these organizations to promote standardization and sharing of geographic information.

Under License agreement the data will be made available to Minnesota State Public Agencies, all Minnesota Post-Secondary Education Institutions, and Partners in the 'Orion Project'. For these users, data will be accessed via the Metropolitan Council whereby access to the landmarks data is made through an FTP site that users may access once the license agreement has been signed. See Ordering Instructions in Section 6.
Use Constraints All users are licensees and the dataset may be used within the licensee's business, organization, or agency only. A licensee may alter the data if records of updates and changes are provided to the Licensing Agent. Altered data may not be otherwise distributed. TLG will be the maintenance provider for the street centerline dataset agreements for specific information.

While for the Minnesota public users mentioned in 'Access Constraints' there is no charge for the license, there are some responsibilities by which users agree to abide. These include:
- Submit roadway and address information additions and changes to TLG so that they may be incorporated into the street centerline dataset and made available in future quarterly updates.
- Take measures to prevent the distribution of the TLG data to unauthorized users since it is proprietary trade secret information, making it non-public data.
- Determining appropriate applications for the use of the data are the responsibility of the user.

Instructions for licensing the dataset may be found on the MetroGIS web site at http://www.metrogis.org/data/datasets/street_centerlines/order_info/index.shtml . You may download copies of the license agreement and instructions via this link. Once you have completed the license and the appropriate person has signed two copies of the agreement, it must be sent to The Lawrence Group (TLG). TLG will sign the two license agreements, return a copy to you and inform the Metropolitan Council that you are a new licensee. Metropolitan Council will then send an account ID and password to you, allowing you to download the data and future updates according to the provisions of the license.

Attribute Accuracy Feature names are determined from all available sources. Typically, multiple sources have the same information; however, when inconsistencies exist, TLG either contacts the city or names the feature based on multiple consistent sources.
Logical Consistency The polygons are provided with polygon topology. Polygons may share borders.
Points are provided as x,y pairs.
Linear features are provided as arcs with multiple vertices making up the shapes between end points.
Completeness Although the areas of interest (tlglmk_areas) layer is extensive, TLG is uncertain as to the completeness of geographic areas. Additions are made as discovered or brought to the attention of TLG staff by users.

Points of interest (tlglmk_points) are not intended to be complete for all features. The primary focus is to provide a reasonable set of landmark features for association purposes. However, TLG will often add points of interest as newly desired features are brought to our attention.

Linear features (tlglmk_lines) such as creeks and railroads are not typically reviewed or updated unless discovered by TLG staff or brought to our attention by users.
Horizontal Positional Accuracy The positional accuracy varies greatly throughout these files. Geographic feature placement is sometimes enhanced through the use of aerial photos and other reference sources. Although, the number of vertices used for polygons and linear features provides a good indication of the shape of a feature, it is not sufficient to indicate precise shapes.

Points of interest are sometimes placed through geocoding methods and are often dependent on the positional accuracy of the associated street centerline file. Other points may be placed using descriptive sources.

Lineage Sources used in the development of the data include hardcopy and digital references including: city planning maps, city reference maps, USGS maps. These various sources have been used since 1988 in the development of the data; and, in most cases, multiple sets of data were referenced in order to justify the existence, location, and attributes.

Attributes are gathered from numerous sources. Municipalities are the primary source of park information and various government based points of interest. Other feature sources vary greatly.
