| Lineage | Orthophotos were developed under contract with Eastman Kodak Compay. The photography was taken under their Citipix program. The contractor acquired new full color aerial photography flown 10,800 feet above mean terrrain. A 12 inch (305mm) focal length camera equipped with the latest Global Positioning System and inertial sensor technology was used. The photography is approximately 1:10800 or 1 inch equals 900 feet. The digital image was obtained by scanning the film at 14 microns, 1815 dpi, resulting in a ground resolution of approximately 0.5 feet. Coordinates for each photo center were calculated in UTM Zone 15 (1996) coordinates and assigned to each digitlal file. The conversion to Ramsey County Coordinates is a three step process. First the UTM Zone 15 (1996) value has to be projected to latitude and longitude in the NAD83(1996) sytem. Then the resulting latitude and longitude has to be projected to the NAD83 (1986) latitude and longitude. Finally the NAD83(1986) latitude and longitude is projected to the Ramsey County Coordinate System. The final product was tested at 2.7 feet accuracy at 95% confidence level based on the NSSDA. A number of targets were painted at Public Land Survey corner locations thoughout the city. These targets had a known Ramsey County Coordinate position. On the imagery delivered 152 of the targets were visible. The position of the target on the photo was measured and compared to the known value for the test. |
