| Abstract | Regional Solicitation Functional Class: The regional solicitation functional class roads are a specific version of the functional class roads to be used in the 2011 solicitation process. This file will not undergo the quarterly TLG update process standard to the functional class roads. It will remain as is for the entire solicitation process. Meeting minutes for the TAC Planning Committee are the official record of change requests. If errors are found in this data, they will be corrected against the minutes. The functional class roads layer contains major roads and highways in the Twin Cities seven county metropolitan area. The line work for the dataset was derived from NCompass Technologies' (formerly The Lawrence Group) Street Centerline and Address Range dataset. The specific classifications assigned to the roadways resulted from efforts of the Technical Advisory Committee Planning Committee and the Transportation Advisory Board as specified in the transportation planning process, using federal rules and guidelines. The 'A' minor arterial network was adopted by the Transportation Advisory Board in 1993. Attributes include road name and functional classification code and name. |

| Horizontal Positional Accuracy | Positional accuracy varies throughout the dataset. Most line work in most counties falls within the road right of way, often near the center. Anoka County data is an exception to this, with line work, in some places, being significantly off from the actual centerline. Text below taken from TLG metadata: There are differing degrees of positional accuracy throughout the file. TLG adjusts the positional accuracy of the data to available sources known to have a greater degrees of accuracy then those used to generate the existing data. However, in all cases (including instances where COGO line work has been the reference) TLG generalizes the street segments to at least 4 feet in order to greatly reduce the number of vertices - thus reducing unnecessary file size and allowing for faster analysis. TLG's goal is to have 95% of roads located to within the approximate center of digital right-of-way data or pavement centerlines provided from counties, where such digital data is available. In other areas, 95% of roads are intended to be within ten meters of the road or right-of-way center. For the counties of Dakota and Washington, TLG has adjusted the positional alignment of its centerlines by referencing the Washington and Dakota County Surveyors department geospatial dataset. Positional adjustments were also made to data supplied by the Ramsey County Public Works department in May 1998. These adjustments were made relative to each county's centerline dataset. TLG was informed that Ramsey County was continuing to review their own data for positional accuracy; however, TLG's adjustment was necessary in order that users could more efficiently utilize both datasets concurrently. Due to the large number of changes, the Ramsey County adjustments are noted here in the metadata rather than being reflected in the quarterly change report as individual segment changes. Additionally, positional adjustments were made as of July 31, 1998 to street centerlines within the city of Minneapolis. These changes were made relative to street centerlines provided by the city of Minneapolis. Again, due to the large number of changes, these positional adjustments are noted here rather than in the quarterly change report. For all other areas, various resources were used. For more information please review the section on lineage that follows. Again, as datasets of greater known accuracy become available, TLG's goal is to adjust its centerline database based on those reference sources. |

| Lineage | To create this dataset, a new Metropolitan Council functional class attribute was added to the TLG Street Centerline and Address Range dataset. Then lines for all roads with functional class codes were selected and coded. All roads that did not have a functional class code were then removed, as were many of the attributes from the original TLG dataset. | |||
